I was also getting random hanging/freezing in Premiere Pro CC 2018. I left it 'running' (not responding) while I turned off my headset to store it for the night, and instantly After Effects loaded! I accidentally discovered it because when I was going home for the day, I tried to start After Effects CC 2018 one last time before I went home. I couldn't start After Effects 2018 CC after installing it, after multiple reinstalls and after rebooting my computer. I have also determined that (for me) the problem no longer happens if I go into Manage Audio Devices -> Playback (tab) -> Select my headphones and click Properties -> Go to Advanced Tab -> Uncheck 'Allow applications to take exclusive control of this device'
